The EDD is now hiring Employment Program Representatives for the Unemployment Insurance and Workforce Services programs.

Are you interested in exploring a career with the State of California’s Employment Development Department (EDD)? The EDD is looking for talented and motivated individuals who are eager to channel their knowledge and experience into a rewarding and challenging career in our Unemployment Insurance and Workforce Services programs.

To get a permanent position as an Employment Program Representative (EPR), you must first take the exam.

Take one examination and be on two lists. When taking the EPR Examination you are given a choice to apply for Employment Program Representative and/or Disability Insurance Program Representative. If you meet the minimum qualifications, we encourage you to apply for both.

Step 1: Check Position Description and Minimum Requirements
Check if you meet the Minimum Qualifications for this examination. This is a critical step in the process. Please be informed that, prior to the hiring interview, you will be required to provide copies of your diploma and/or transcripts.

Step 2: Take the Online Examination
If you meet the Minimum Qualifications, we encourage you to take the examination.

Step 3: Check your List Eligibility
We hire individuals within the top three ranks. However, you could become reachable as hires are made and candidates are removed from the list, so we encourage you to apply for all jobs you qualify for. Use the eligible list disclosure tool on the State Personnel Board (SPB) Web site to find your current EPR exam ranking.

Step 4: State Application Form
Complete a Standard State Application Form (STD. 678).

Statement of U.S. Labor Secretary Hilda L. Solis on July 2009 employment numbers

WASHINGTON — U.S. Secretary of Labor Hilda L. Solis issued the following statement on the July 2009 Employment Situation report released today:

"Today's unemployment numbers continue to show the challenges of the economic problems that this administration inherited. These figures are a reminder that we still have a lot of work to do on behalf of America's workers.

"This past July our economy lost 247,000 jobs, bringing the unemployment rate to 9.4 percent. This is an improvement from the average 700,000 jobs our economy was shedding every month when this administration took office. We are not in recovery yet, but we are starting to create the stability necessary to get us there and we will not be satisfied until we see robust monthly job growth.

"I've been traveling around the country and have heard from many workers who are wondering how they are going to make ends meet and survive this recession. President Obama and I are intensely aware of the adversity American workers are facing and their struggle is the single, most significant concern of this administration.

"We acted quickly to protect workers through increases in unemployment insurance and helping unemployed workers pay for their health care. As a part of the Recovery Act we extended the number of weeks available for unemployment insurance, increasing the monthly benefit amount and 12 million Americans have already benefited from the extra $25 a week in unemployment benefits provided.

"At the same time we are moving swiftly to provide new training opportunities. Last month, I announced $220 million in federal stimulus funds for worker training and placement in high growth and emerging industry sectors like health care. The health care sector alone will generate three million new wage and salary jobs between 2006 and 2016.

"Over the last 160 days, more than 30,000 Recovery Act projects have been approved. There are more than 3,000 shovel-ready transportation construction projects underway, we have funded over $369 million for improving rural water systems and $2 billion has been moved out to state governments and community organizations to fund weatherization programs that improve the energy-efficiency of low-income homes. And earlier this week the president announced $2.4 billion in grants to jumpstart the manufacturing of electric vehicle batteries and other next generation energy-efficient cars.

"These projects create jobs and, as demand for supplies and services increases, have a positive ripple effect across the entire construction and auto sectors.

"As a direct result of the billions of dollars in Recovery Act assistance we have already moved to state and local governments, tens of thousands of teachers, law enforcement officials and firefighters are staying on the job at our schools, police stations and firehouses.

"It's important to also note that we are starting to see some signs of progress and our economy is beginning to stabilize. By June, the economy was losing one-third fewer jobs than it was at the beginning of the year and the housing and financial markets are now stabilizing.

"Our economic problems were years in the making and will not be solved over night. The road to recovery is long but we are making the right investments and getting closer and closer to that goal. The significant technology and infrastructure investments we are making today are not just creating jobs now, but laying the groundwork for our economic growth in the future."

Census Workers to Verify Addresses in the U.S. First Major 2010 Census Operation to Employ 140,000

The Census Bureau will launch a massive operation on March 30 to verify and update more than 145 million addresses as it prepares to conduct the 2010 Census.

Nationwide, more than 140,000 census workers will participate in the address canvassing operation, a critically important first step in assuring that every housing unit receives a census questionnaire in March 2010. All information is kept confidential. The countdown to the 2010 Census is officially one year out on April 1.

“A complete and accurate address list is the cornerstone of a successful census,” said Tom Mesenbourg, acting director of the U.S. Census Bureau. “Building on the achievements of the 2000 Census, we have been testing and preparing for the 2010 count all decade, and we’re ready to fulfill our constitutional mandate to count everyone living in the United States.”

The first publicly visible activity of the 2010 Census is ahead of schedule. Address canvassing kicks off a week earlier than originally planned and should conclude by mid-July. The operation will use new hand-held computers equipped with GPS to increase geographic accuracy. The ability to capture GPS coordinates for most of the nation’s housing units will greatly reduce the number of geographic coding errors caused by using paper maps in previous counts.

“The primary goal of the census is to count everyone once, only once, and in the right place,” Mesenbourg said. “Because the census is used for reapportioning seats in the U.S. House of Representatives and the distribution of more than $435 billion in federal dollars every year to state and local governments, it’s essential to get this first step right.”

Over the last several years, the Census Bureau has been actively working on updating its geographic databases and master address files. From implementing the Local Update of Census Address program where more than 11,500 tribal, state and local governments participated in a review of the Census Bureau’s address list for their area, to increasing the precision of the GPS mapping, many advances have been made to compile the most comprehensive listing of addresses in the nation.

The address canvassing operation will be conducted out of 151 local census offices across the U.S, with most offices beginning on April 6. In most cases, census workers will knock on doors to verify addresses and inquire about additional living quarters on the premises. This is the first census to include group quarters (such as dormitories, group homes, prisons and homeless shelters) in the address canvassing operation, which should improve both the accuracy and coverage of the final count.

There will be one final opportunity to add new home construction in early 2010 prior to the mailing of the census questionnaires.

Census workers can be identified by the official Census Bureau badge they carry. During the address canvassing operation, census workers may ask to verify a housing structure’s address and whether there are additional living quarters on the property.

2010 Census workers will never ask for bank or social security information. All census information collected, including addresses, are confidential and protected by law. By law, the Census Bureau cannot share respondents’ answers with the FBI, the IRS, CIA, Welfare, Immigration, or any other government agency. No court of law or law enforcement agency can find out respondents’ answers. All Census Bureau employees — including temporary employees — take an oath for life to keep census information confidential. Any violation of that oath is punishable by a fine of up to $250,000 and five years in prison.

American Recovery and Reinvestment Act Creates More Than 2,200 Census Bureau Jobs

WASHINGTON — The U.S. Census Bureau announced today that it met the July 1, 2009 deadline to create more than 2,200 new jobs across the country. Funding for the positions was made possible by the American Recovery and Reinvestment Act (ARRA). The new employees will support the agency’s 2010 Census partnership program.

Under the Recovery Act, the Census Bureau received $1 billion in funding, $120 million of which was used to create the new positions. The remaining funds were directed to other critical 2010 Census operations, including expanding the 2010 Census communications and advertising campaign.

“The U.S. Census Bureau has moved quickly to create these much-needed jobs,” U.S. Commerce Secretary Gary Locke said. “This new staff will perform vital work at the local level with special emphasis on getting hard-to-count communities to participate in the 2010 Census.”

There are now more than 2,900 personnel in 12 regional offices working on the 2010 Census partnership program. The diverse staff speaks 95 languages and will work with thousands of governmental entities, community organizations and the private sector to raise awareness about the 2010 Census.

The new jobs created will last through the summer of 2010, when 2010 Census outreach activities are completed.

The 2010 Census is a count of everyone living in the United States and is mandated by the U.S. Constitution. Census data guide the distribution of more than $400 billion in federal funds to local, state and tribal governments each year. They're also used to determine Congressional apportionment and to help guide planning decisions, such as the placement of schools, hospitals, transportation, and business and industrial development. The 2010 Census questionnaire will be one of the shortest in history, consisting of 10 questions. It takes about 10 minutes to complete. Strict laws protect the confidentiality of respondents and the information they provide.

Trong ánh nắng tươi đẹp của ngày hôm nay, chúng ta cùng nhau họp mặt để công nhận những thành quả trong năm học qua. Và tôi được vinh dự thay mặt các bạn của Học viện Âu Lạc để chia sẻ vài cảm nghĩ của mình trong ngày Lễ Tốt Nghiệp.

Thưa Quý vị,

Bản thân tôi, sau khi bị Laid off với tâm trạng vô cùng hoang mang trước thực tại cuộc sống, tôi không có một lựa chọn gì? và thật tình cờ khi theo ngừơi bạn đến trường Âu Lạc nơi cô ấy ghi danh học lớp Accouting của thầy Huy. Qua tìm hiểu sinh hoạt các khóa lớp, tôi định hướng được cho mình để chọn lớp Medical Assistant. Ban đầu, tôi chỉ với suy nghĩ: Đi học để biết thêm nghề và được tiếp tục hưởng trợ cấp thất nghiệp. Kế đó, có cơ hội thay đổi nghề nghiệp, có thời gian học hỏi thêm để mở mang kiến thức và sau cùng là có thể giúp đỡ mọi người trong khả năng chuyên môn của mình.

Tôi còn nhớ ngày đầu tiên của lớp Medical : náo nức, mới lạ và lo toan mọi điều,

Nhưng sau một tuần lễ, những giây phút náo nức hình như chia tay không lời từ giã, thay vào đó những chương học khó hiểu với các chữ dài dòng mà nguồn và gốc cũng như nghĩa của chữ rất là khó nhớ… mà với hạn chế của tuổi tác, vốn từ vựng Anh ngữ của tôi không thể nào cảm nhận được dễ dàng niềm vui thích và hiểu biết trong ngành y học… Tôi có cảm giác thua cuộc !...

Nhưng rồi…bổng dưng tôi quan sát từng bạn trong lớp, mỗi người đều có ít nhiều hoàn cảnh khó khăn và so sánh với mình để tự nhận xét _ Tôi may mắn hơn và có điều kiện để học tập tốt hơn. Đó là kinh nghịệm của sự lớn tuổi và có thời gian để rèn luyện.

Thêm nửa, tôi lại quan sát chính mình và nghĩ: “không thể ngại khó, không thể nuông chiều bản thân được”. Tôi quyết tâm rèn luyện – không chỉ có nghĩa học hỏi người khác mà phải yêu thích và chú tâm tìm hiểu với tất cả cố gắng để đạt kết quả tốt. Đây là bài học từ sự quan sát với chính tôi.

Do đó, cùng với các bạn trong lớp có nhiều khó khăn, tôi rất trân trọng kết quả mà các bạn đạt được.

Đặc biệt hơn cả là sự hướng dẩn giảng dạy tận tâm và trách nhiệm của thầy CALVIN. Tuy không thông thạo tiếng Việt nhưng thầy đã cố gắng kết hợp giữa 2 ngôn ngữ Anh+Việt giảng giải những phần khó hiểu cũng như trao đổi với học viên những thông tin, kinh nghiệm thực tế của ngành chuyên môn. Thầy cũng thường xuyên ôn tập và cho làm bài tập để giúp học viên củng cố kiến thức đã học và chuẫn bị tốt cho các kỳ thi đến. Cũng như chúng tôi có rất nhiều giờ thực hành trong và ngoài lớp rất có hiệu quả giúp chúng tôi tự tin hơn. Chúng tôi luôn biết ơn Thầy.

Ngoài ra, chúng ta cám ơn nhau – vì bên cạnh những ngày tháng miệt mài học tập là lớp học thật dễ thương – mà các thành viên là mật ngọt chan hòa

Kết thành ong tổ.Thời gian qua nhanh – Không biết từ lúc nào chúng tôi đã gắn bó nhau trong học tập và tâm tình. Tình thân nầy đã là sức mạnh nâng đỡ, chia sẻ những buồn vui góp phần giúp chúng tôi hoàn thành tốt khóa học.

Thế nên:

Nếu mai sau chúng ta đường muôn lối

Từng bạn mình ơi! nếm chút mật đời

Để giữ giùm nhau “ Góc nhớ “ một thời

Cuộc sống đầy vơi – vẫn ấm tình người.

Các bạn thân mến !

Dù chúng ta có thể hãnh diện đã hòan tất khóa học với kết quả tốt, chúng ta cũng nên nhớ rằng thành đạt nầy có sự góp phần hướng dẩn và giúp đỡ tận tâm, trách nhiệm của các Thầy HUY, Thầy TẤN, Thầy CALVIN, Cô AMY…đã luôn lo lắng và mong muốn cho sự thành công của mỗi học viên. Cho nên Tôi cũng nhân cơ hội nầy để thay mặt các bạn trân trọng cám ơn những Thầy, Cô và Ban điều hành của Học viện Âu Lạc.

Sau cùng, tôi muốn cùng các bạn giữ với nhau :

“Cuộc sống tuy không công bằng nhưng vẫn còn tốt đẹp và điều tốt nhất sẽ vẫn còn đang tới“ Tôi ước mong – Khi chúng ta chia tay hôm nay – Với nghị lực và lòng nhiệt thành – Chúng ta thách thức và không chịu thua trong mọi hòan cảnh.

Chúng ta có thể nên nhớ lời Thầy Calvin thường nhắc : “ Keep moving forward”
để kiên trì theo giữ nghề nghiệp của mình và vững bước đến tương lai. Chúc các Bạn nhiều Sức khỏe – May mắn và Thành công.

Hè đến, buổi lễ tốt nghiệp cho học viên của các lớp huấn nghiệp Học viện Âu Lạc lại một lần nữa được tổ chức tại Embassy Suite Hotel, thành phố Milpitas vào ngày thứ Bảy 27 tháng 06, năm 2009, quy tụ trên 100 học viên, gia đình và quan khách, đã nói lên được sự hiện hữu của trường Âu Lạc tại miền Bắc California sau hơn 13 năm hoạt động.
Trong khung cảnh lịch sự, trong bầu không khí mang nhiều ý nghĩa và kỷ niệm cho các học viên của trường, Ban Tổ Chức và Ban Điều Hành kính chào mừng quý Thầy, Cô, quý Quan Khách, Quý Thân Hữu, quý Học Viên và gia đình.

Buổi lễ “Tốt Nghiệp của Âu Lạc năm 2009 “ – Một ngày đầy ý nghĩa- , rất vinh hạnh được tiếp đón đại gia đình Âu Lạc Institute, từ khắp các thành phố như San Jose, Milpitas, Sunnyvale, Cupetino, …quy tụ về để cùng nhau chia sẻ niềm vui. Đặc biệt hơn cả là thân nhân của học viên, có quý vị đến từ Việt Nam như thân mẫu của chị Thanh Thùy Nguyễn lớp Medical Assistant, cậu con trai của chị Loan Nguyễn lớp Medical đến từ Los Angeles… Học viện Âu Lạc trân trọng cảm tạ thời gian quý báu
của quý vị.

Buổi lễ được diễn ra từ 11:00 sáng đến 3:00 chiều. Trong số khách mời được xướng danh có cô Minh Hoàng Phạm của Catholic Charities. Cô Vicky Phạm – đại diện cho Citi Bank của Northern California Division. Ông Henry Nguyễn của United States Census 2010. Chương trình bắt đầu từ 10:00 sáng, học viên và gia đình cùng các Thầy, Cô chụp hình lưu niệm. Đúng 11:00 trưa, Dr. Amy Bicomong chào mừng các quan khách, các cựu học viên, học viên và gia đình cùng quý thân hữu đã đến tham dự đông đảo. Kế đến Hiệu Trưởng Huy Vũ khai mạc chương trình ngỏ lời cám ơn quý vị quan khách, học viên và gia đình đã luôn ủng hộ và tin tưởng Âu Lạc trong những thời gian qua. Ngụ ngôn về “cây viết chì” qua lời kể của thầy Huy Vũ, đã được học viên đón nhận như kim chỉ nam cho mình trên bước đường công danh. Chương trình kế tiếp dành cho học viên phát biểu cảm tưởng, chị Ngọc Thơ, chị Thanh Thùy Nguyễn lớp Medical Assistant của thầy Calvin, anh Nguyễn Thiệu – lớp Medical Assistant của cô Amy-, chị Thùy Trang Châu –lớp Medical Assistant của cô Ann Nguyễn và chị Yvonne Phan lớp Accounting của thầy Huy Vũ . Những lời phát biểu đã tạo sự xúc động cho người nghe, học viên cũng không quên nói lời cám ơn đến Thầy, Cô và gia đình đã giúp cho họ có được thành quả hôm nay. Phần chiếu slide show về sinh hoạt của Âu Lạc nói chung, của học viên nói riêng trong năm 2008 -2009, tạo sự thích thú cho học viên, đồng thời cho gia đình của học viên thấy rõ sự hy sinh của họ như giúp giữ trẻ con hay nấu ăn hàng ngày cho học viên có thời gian và an tâm học hành, đi làm phụ trội thêm để giúp học viên trang trải học phí,v..v.. thật không uổng phí. Sự thành công của các chị, các anh trong tương lai, sẽ mang lại niềm vui không chỉ cho riêng cá nhân anh, chị mà cho cả gia đình, vì mọi người cũng đã góp phần trong đó.

Tiệc ăn bắt đầu lúc 12:00 trưa. mọi người ngồi tại bàn và được nhân viên khách sạn phục vụ chu đáo.

Phần lễ quan trọng mà các học viên mong đợi đó là phần phát văn bằng Tốt Nghiệp các lớp huấn nghiệp như Medical Assistant, Accounting, Administrative, Networking, PC Specialist… Tất cả các Thầy, Cô được Ban Tổ Chức mời lên lễ đài để phát văn bằng cho từng học viên. Các học viên trong lễ phục Graduation nhận văn bằng tốt nghiệp trong tiếng nhạc hoà tấu bài hát mang tên “Pomp and Circumstances”. Đây là phần thưởng cao quý mà các học viên xứng đáng được hưởng sau một năm chuyên cần học tập. Năm nay, phần thưởng học viên ưu tú được trao cho 3 học viên: Phượng Võ, Thanh Thùy Nguyễn, Thùy Trang Châu. Được chọn là học viên ưu tú dựa trên các điểm sau đây: Xuất sắc về môn học, làm việc tốt trong thời gian đi thực tập, đi học đầy đủ, hạnh kiểm tốt và có được việc làm sớm nhất. Một hình ảnh tạo sự bất ngờ cho những người hiện diện trong buổi lễ là cô Ann Nguyễn, phụ trách lớp Medical Assistant, đã tự mình cài lên áo cho học viên lớp của mình huy hiệu Medical Assistant, đã tự mình gói những món quà để trao tặng từng học viên của mình. Mỗi món quà thể hiện một xuất sắc của từng học viên, như Linda Mai đoạt giải Good Teamwork, Dung Đỗ đoạt giải Medical Terminology, Julie Trần đoạt giải Good Leadership, Bích Điệp với giải Good Management…. Ôi, còn hình ảnh nào đẹp hơn, và cảm động hơn, tưởng chừng với kiếp sống tha hương, tất cả, tất cả đã mất hết…

Buổi lễ chấm dứt lúc 3:00 giờ chiều cùng ngày. Trong 3 tiếng đồng hồ, chúng tôi ghi nhận được những hình ảnh đẹp, những tình cảm đẹp của học trò dành cho Thầy, Cô trong tinh thần “Tôn Sư Trọng Đạo”, những dặn dò và lời chúc tốt đẹp của Thầy, Cô gởi đến học viên của mình. Mặc dù trong hoàn cảnh khó khăn hiện nay, về kinh tế, về tài chánh, về thời gian, Học Viện Âu Lạc cũng đã cố gắng thực hiện việc tổ chức Lễ Tốt Nghiệp cho học viên. Kính mong quý vị tha thứ cho những thiếu sót của Ban Tổ Chức, để chúng ta có được niềm vui trọn vẹn.

Học Viện Âu Lạc thân chúc các học viên tốt nghiệp sẽ sớm tìm cho mình con đường đi trong cuộc sống sau này, và đạt được những thành công trong tương lai. Học Viện Âu Lạc rất hân hoan chào đón các học viên sau khi thành công, sẽ trở lại trường với tư cách “ đàn anh, đàn chị” truyền lại những kinh nghiệm đã thu thập được ở trường đời, chia sẻ lại cho “đàn em” của mình, coi như một món quà nhỏ nhưng tràn đầy tình thương của đại gia đình Âu Lạc.

Học Viện Âu Lạc chân thành cám ơn tất cả mọi người đã bỏ công sức ra giúp cho lễ tốt nghiệp 2009 được hoàn hảo. Cám ơn ban Giảng Huấn đã có mặt đầy đủ trong ngày này để động viên thêm tinh thần cho học viên của mình. Cám ơn ban Tổ Chức, ban Điều Hành, chị Phượng, chị HuệAnh đã làm việc hết mình, bỏ công mấy tháng nay chuẩn bị cho ngày lễ ra trường được thành công mỹ mãn. Cám ơn thầy Vũ và Hội Trúc Viên Photo. Wow! các phó nhòm có mặt khắp mọi nơi trong khuôn viên của hội trường, quay mặt ở góc độ nào cũng thấy máy chụp hình với flash chớp liên hồi, tha hồ cho các học viên làm “model”, tha hồ chọn cho mình những kiểu làm duyên, những nụ cười rạng rở. Có tiếng ai thì thầm Ôi em đẹp nhất hôm nay, nhưng.. vì sao em đẹp nhất hôm nay, vì..ngày hôm nay là ngày của chúng em. Kỳ nầy trường sẽ có rất nhiều hình ảnh đẹp từ hội nhiếp ảnh Trúc Viên. Cám ơn anh Đạt của Dat’s Photo đã giúp trường chụp ảnh cho học viên cùng với hội Trúc Viên, và đã bỏ công sức ra làm slide show thật đẹp cho buổi lễ. Cám ơn chị Liên đã làm những CD gift thật dễ thương, với các bài hát rất phù hợp cho ngày lễ tốt nghiệp để trường được dịp tặng cho học viên. Cám ơn anh Lợi đã chu toàn công việc ánh sáng và âm thanh. Không có sự đóng góp của tất cả quý vị, buổi lễ sẽ không có được kết quả tốt đẹp trong ngày 27 tháng 6 vừa qua. Cám ơn Doanh Doanh, học viên lớp Medical Assistant qua bài viết “cảm xúc từ một ngày tươi đẹp” (đã đăng trong trang GÓC NHỎ). Doanh Doanh sau khi tham dự xong lễ tốt nghiệp, mà cô là một trong những “em đẹp nhất hôm nay” được xướng danh lên lễ đài để nhận lãnh bằng tốt nghiệp. Một ngày đầy cảm xúc, đến độ đã quá nửa đêm để bước qua một ngày mới mà cô vẫn chưa thể ngủ được, buộc cô phải ngồi dậy để viết ra những gì cô đã có được, đã nhận được trong buổi sáng hôm qua, mà chút xíu nữa cô đã để “tuột mất”. Không khí trang trọng của buổi lễ, tiếng nhạc rộn rã vang lên, đã cho cô hiểu rằng, những ngày tháng “gian khổ dùi mài kinh sử “ đã được đền bù xứng đáng. Mượn tựa đề của bài hát “ bụi bay vào mắt” để diễn tả cảm xúc của mình, bài viết của cô đã gây xúc động cho người đọc, đã cho người đọc thấy được chân tình của cô đang trải dài trong đêm trăn trở hôm ấy. Laid-off Workers Find Fulfillment In New Careers

Alicia Azzopardi was laid off just before Christmas. It couldn't have happened at a better time.

"I was so upset when I left my job," said Azzopardi. "I was crying, and I just didn't know what to do."

The same week that she got laid off, Michigan State University accepted her into its accelerated nursing program. Even better, she learned she qualified for a grant from the Michigan Nursing Corps. The state-funded initiative, which provides her with a $25,000 stipend, is addressing Michigan's nursing shortage in part by rewarding workers who have been laid off.

"My tuition is pretty much 100 percent paid for, and I don't take that lightly," said Azzopardi, 28, who has a background in business and sales.

While trying to survive in the state with the highest unemployment rate in the nation, Azzopardi and others are taking advantage of their job losses by pursuing careers they've always wanted.

Michigan's 14.1 percent unemployment in May towers above the national average of 9.5 percent, according to U.S. Department of Labor statistics for June.

"It's a really hard thing to change careers when you didn't want to," said Martha Mangelsdorf, author of "Strategies for Successful Career Change." But starting over at an older age carries less of a stigma than it once did.

"It's not like the 1950s where people started with one company and stayed there for the rest of their working career," Mangelsdorf said.

The oldest intern

For Trent Vondrasek, 42, chasing the dream translated to becoming the oldest intern at the Lansing, Michigan, mayor's office, after he lost his job in October as a consultant for General Motors .

But the father of three had found himself hobbled by a major career decision in his 20s that continues to plague him. He quit college to take a sales job for an auto supplier.

"One of the mitigating factors [potential employers] are looking for is, do you have a college degree? And I don't have one. Even though I've got 18 years' experience, I'm not even considered," said Vondrasek.

Now, Vondrasek is trying to break into politics, but has found that he has to make his way up the ladder. As an unpaid intern, his peers were about half his age. He also was older than some of his superiors.

"I learned a lot from them, and I think they learned some things from me also," Vondrasek said of the other interns. "Because of my sales experience, I'm used to dealing with people."

Vondrasek highlighted one episode of his new career that he said brought him exceptional job satisfaction. He helped protect a woman from losing her electricity and from a mortgage company that was threatening to foreclose on her home.

The woman had complained that agencies would not return her calls. Vondrasek used his influence and links to the mayor's office to talk with the agencies.

Vondrasek also studies political science at Lansing Community College. He's paying tuition out of his own pocket, which is a challenge as his family tightens its belt.

"I fully realize that by going into public service, I'm not going to be financially as sound as I was in the automotive industry, because I got paid extremely well for what I did," he said. "But if I can get more self-satisfaction out of it and be prouder of what I'm doing on a day-to-day basis, then for me, that's a win."

Still, Vondrasek said, he probably would not have taken this route if he had not been laid off.

Volunteering and pursuing avenues where you excel, like Vondrasek did, can help career-changers make the best of the situation, said Mary Beth Sammons, author of "Second Acts that Change Lives: Making a Difference in the World."

"This is an opportunity to look where your heart is and to follow your passions," she said.

Sammons has her own story to tell. Based in Chicago, Illinois, with a journalism background, she began writing her book last fall after losing her job as vice president of a Web site for people facing health crises.

"I had already done the second act, taking my journalism skills and putting them in a place I thought was meaningful -- helping people that were sick and dying," said Sammons, 52. "I suddenly realized I had to create another act for myself."

Her next personal chapter became writing about people who reinvented themselves.

How to manage a successful career change

For those looking for a change in direction, here are several resources that might ease the transition:

Federalstudentaid.ed.gov: Does your career change require you to go back to school? This government Web site will help you explore your financial aid options.

Safeborrowing.com: This Web site from the American Bar Association will help you decipher how student loans work.

CareerOneStop.com: Sponsored by the Department of Labor, this Web site will direct you to local One-Stop Career Centers. The centers offer job postings, training and information on the government funds available for you.

Not all jobs require complete re-education, Mangelsdorf said. Talk to people already in the industry, hook up with a professional association and find out how others navigated their way through, she advised.

Still, ongoing education can give you an edge by showing potential employers that you have a "zeal for knowledge" and the most current information out there, said Eric Winegardner, vice president of client adoption at Monster.com.

Transitions don't have to start from scratch. If you're still employed, you can also switch careers within your company, Winegardner said. "They already know your work product, they trust you, you've got strong relationships there. Start talking to them about your career path and your development," he said.

A change in direction can take a toll on relationships. If you have a partner or spouse, discuss logistics and time management with him or her before diving in head-first, Mangelsdorf said.

If you go back to school, get your feet wet first. It can be challenging to get back in the swing of higher education if you haven't been a student in a while, Mangelsdorf said.

Community Colleges See Demand Spike, Funding Slip

Hundreds of thousands of students are likely to be turned away from low-cost community colleges across the country over the next year because of funding cuts at the very time that record numbers of students are flocking to the open-admission schools, according to education officials.

The Obama administration is promising to help the country's almost 1,200 community colleges, which educate about 12 million students, or 44 percent of all undergraduates, including the majority of blacks and Hispanics. White House Chief of Staff Rahm Emanuel recently said that the administration was working on a plan that would allow as many as 5 million more students or laid-off workers to attend the schools, which are at the fore of retraining efforts.

But it is not clear whether the infusion of resources will be sufficient or swift enough to stop the plans of schools across the country to trim programs and staff as a result of severe budget cuts from state and local governments, school officials say.

"For us to turn away students is anathema," said Norma Kent, vice president of communications for the nonprofit American Association of Community Colleges, based in the District. "We are open-enrollment institutions. It's in our DNA."

In the greater Washington area, officials at community colleges say they are trying to find ways to handle a decline in resources without rejecting students, but with enrollment rising, it might not be possible to serve everyone.

"I worry about it all the time," said Robert Templin, president of Northern Virginia Community College, which has lost more than 10 percent of its state funding, or $8.2 million in the past two years, and is preparing for the possibility of an additional 5 percent cut. "We're trying to make up some of the cuts through tuition increases, but it is not enough to help us keep up with demands. These state budget reductions are happening at a time when more and more people recognize that getting a college education is critical to their future."

The recession has driven state and local legislatures -- which provide community colleges with 60 percent of their funding -- to cut resources for the schools as they try to close deep deficits.

At the same time, high unemployment is driving more people to seek low-cost retraining. And difficult economic times are prompting some parents to send their children to two-year schools rather than more expensive four-year institutions. The result is an unprecedented surge in the number of applicants to community colleges.

Community colleges, Kent said, are "the safety valve" for the neediest students. Average tuition and fees total about $2,400, compared with the average tuition of $6,600 for in-state public four-year colleges, according to the AACC. The most vulnerable students, she said, are first-generation -- often minorities -- who might not enroll early enough to beat new caps or class-size limits.

"It's sad," she said. "Community colleges are under greater stress than they've ever been, just when they are in more demand than they have ever been."

Under a Maryland funding formula, the state's 16 community colleges were supposed to receive $50 million in new money for fiscal 2010 but got only $7 million. The District has no community college, although one is expected to open this fall at the University of the District of Columbia.

Templin cut 45 full-time staff positions at NVCC but has hired more adjunct professors to handle a record number of students. Summer enrollment is up 10 percent from a year ago, and officials expect a big jump in the fall.

Montgomery County Community College officials said that some students might be unable to attend this fall because financial aid applications are up almost 20 percent and state assistance has not increased, said spokeswoman Elizabeth Homan.

"We do not turn students away, as we are open admissions, but we cannot fulfill every student's financial needs or scheduling considerations," she said.

At Prince George's Community College, where enrollment has increased by at least 4 percent each of the past two years to more than 37,000 students, officials are holding staff vacancies open longer than usual, freezing some positions and delaying hires -- all of which is aimed at saving about $500,000, said school spokesman Deidra Hill.

At the 57,000-student Anne Arundel Community College, officials are trying to deal with enrollment increases while working with a 2009-10 budget that has the same funding as two years ago, said Linda Schulte, director of public relations and marketing. Still, she said, circumstances would have been worse if the state had not directed $1 million in federal stimulus money to the school. About 15 staff positions have been frozen, she said.

Kent said hundreds of thousands of students could be turned away this coming year from community colleges, especially in states where the legislatures are facing the deepest deficits.

The largest community college in the country, Miami Dade College, announced that it is effectively capping enrollment at the current 167,000 students for the first time because of deep budget cuts by the Florida legislature. Because no class sections can be added, officials there say they expect more than 5,000 students to be unable to enroll in any classes this fall and at least 30,000 more to miss out on classes necessary for graduation.

In the 110-school California system, at least 200,000 students could be forced to give up plans to enroll this coming year, officials there said.

One school, City College of San Francisco, has announced a plan to allow individuals to pay $6,000 to save a course on the chopping block and rename it after the donor in return -- although school trustees postponed implementation.

The San Diego Community College District is expecting to cut $10 million from its 2009-10 budget -- on top of the $10 million it eliminated last year. As a result, 117 full-time employee positions will be eliminated, as will more than 1,300 classes.

"All of us are concerned about the reduction in classes when the region's high unemployment has caused many to turn to community colleges for retraining," District Chancellor Constance Carroll said in a statement.

At Tacoma Community College in Washington state, fall enrollment is 40 percent ahead of last year, and more than 40 sections -- mostly in math, science and English -- have been added. The school was 14 percent over-enrolled last year, said communications director Dale Stowell, meaning it received no state funding for one in every seven students. With classes expected to be filled sometime next month, he expects many students to be turned away.

Students Opting For Trade School Over Four-Year Degree Programs
